Local 3005 Resolution to Abolish ICE

At our January 28, 2026 general membership meeting, we passed the following resolution. Since the membership meeting, reports have highlighted the New York City pension funds’ role in investing in Palantir, a corporation that profits from ICE contracts. We oppose all investment in corporate actors that profit from ICE’s attacks on fellow workers.


WHEREAS on January 24, 2026, Alex Jeffrey Pretti, a 37-year-old American citizen and intensive care nurse at the Minneapolis Veterans Affairs Health Care System and member of AFGE Professional Local 3669, was shot and killed by a federal officer in Minnesota; and

WHEREAS United States Immigration and Customs Enforcement (ICE) continues to detain young children in federal detention centers, including 5-year-old preschooler Liam Ramos who was photographed on January 22, 2026, being detained by ICE outside his home in Minnesota while wearing a Spiderman backpack; and 

WHEREAS on January 22, 2026, the U.S. House of Representatives passed H.R. 7147 (Department of Homeland Security Appropriations Act, 2026), a bill that continues to fund ICE with insufficient reforms or guardrails; and 

WHEREAS on January 7, 2026, Renée Good, a 37-year-old American citizen, was killed by ICE agent Jonathan Ross in Minnesota; and

WHEREAS on January 7, 2026, New York City Council staffer Rafael Andres Rubio Bohorquez was unlawfully detained by ICE during a routine court appearance in Bethpage, NY; and

WHEREAS at least 32 people are known to have died in ICE custody or during interactions with ICE officers in 2025; and 

WHEREAS New York City Mayor Zohran Mamdani has condemned ICE actions and publicly called to abolish ICE; and 

WHEREAS on two recent occasions, Department of Homeland Security (DHS) & Immigration and Customs Enforcement officers were allowed access to New York City Department of Homeless Services shelters by shelter staff without a judicial warrant; and

WHEREAS New York City is a sanctuary city under its Administrative Code, prohibiting DHS/ICE presence on non-public spaces of city buildings or property without a judicial warrant; and

WHEREAS New York City Administrative Code prevents the use of city resources for immigration enforcement; and 

WHEREAS city employees, contractors, and subcontractors may not share identifying information with immigration officials; and 

WHEREAS ICE has terrorized communities across the country, escalating peaceful demonstrations into violent confrontations; and

WHEREAS ICE has illegally arrested and detained U.S. citizens alongside permanent residents and legal immigrants without cause; and

WHEREAS abuses have been documented in ICE detention facilities, including the separation of families, sexual violence, medical neglect, and the endangerment of individuals with pre-existing health conditions; and,

WHEREAS ICE activities have profoundly harmed the mental health and wellbeing of workers, who bear witness to the lived realities of our communities which continue to endure systemic racism, structural violence, and intergenerational trauma; and

WHEREAS it is incumbent on the City to ensure the safety of our members in the execution of their duties, and violations of the Sanctuary City Law are also violations of said duty and must not be allowed; and,

WHEREAS DHS/ICE presence at any of our workplaces is a violation of Local 3005 members’ right to a safe and healthy work environment, now, therefore, be it

RESOLVED, that DC 37 Local 3005: 

  1. Calls to abolish ICE, whose actions terrorize the public, undermine the rule of law, and put our workers and community in danger.
  2. Condemns the documented abuses occurring within ICE detention facilities and affirms that such practices are severe violations of human rights, bodily autonomy, and dignity.
  3. Will hold a vote of the Local 3005 executive board to approve a welfare fund for members who are detained by ICE or their immediate family members to support costs such as legal fees, rent, and childcare.
  4. Demands a city-wide policy mandating non-compliance with administrative warrants provided in relation to DHS/ICE actions, in active support of the Sanctuary City Law, detailing concrete actions staff must take in said situation.
  5. Advocates for mandatory training for all city staff on the implementation of the Sanctuary City Law in the execution of their specific duties, to include and emphasize the difference between an administrative warrant and a judicial warrant.
  6. Demands that any elected politicians who have voted to fund ICE immediately resign from their office.
  7. Continues to advocate for DC37 to divest from Israeli securities that support ICE surveillance technologies and training.
  8. Acknowledges the support from Local 375 in drafting the language for this resolution and reaffirms our solidarity with them.
  9. Will post a copy of this resolution to the Local 3005 website and send a copy of this resolution to the Honorable Mayor Zohran Kwame Mamdani, Senator Kirsten Gillibrand, Senator Chuck Schumer, and all members of the U.S. House of Representatives who represent New York City, the Department of Citywide Administrative Services and organizing bodies that administer Sanctuary City Law trainings mentioned in (5) above.
